This position is responsible for IT projects of all sizes that impact all areas of the City, from our Finance team to our People and Culture team to our Housing team and beyond. The successful candidate will work closely with our skilled team of business analysts and developers, and collaborate with key stakeholders across all areas of the City to develop and deliver strategic objectives linked to our vision, standards and industry best practices, supporting business users, department managers, business process owners, clients and other key stakeholders. Whether leading projects, reporting on challenges or providing creative solutions to meet our City’s project needs, this role is critical to the success of the City’s IT projects.Our successful candidate will leverage DevOps and modern project and portfolio management solutions to ensure timely and efficient project delivery.
The City has also successfully deployed transformational hyperscale cloud technology solutions across the organization, and this role will play a key role in continuing that implementation. These arrangements are determined with each employee and may be modified based on operational needs and policy direction.POSITION FUNCTIONLead, plan and monitor the IT project portfolio in a multi-stakeholder environment. Use traditional and AGILE methods and tools to engage participants, develop concrete results and monitor them until their completion while managing the budget and resource capacities.MAIN FUNCTIONSAct as a project and portfolio management specialist for information technology projects. Research and analyze the needs of various projects and recommend project and portfolio management solutions to management. Analyze, prioritize and manage the project backlog and keep the list of approved projects as minimal and up-to-date as possible.Coordinate the IT project portfolio; assign and monitor project work to external consultants, vendors, and other IT positions. Coordinate all departmental, IT, and external resources to ensure timely and efficient implementation and completion of projects. Apply and adhere to project management principles and the system development lifecycle using a combination of AGILE and traditional methods.Oversee the consistency and viability of new additions to the project backlog to ensure there are no contradictions or overlaps with other backlog items, work already in progress, or infrastructure already in place. Communicate to stakeholders when backlog inclusion criteria are not met or when items need to be removed.Provide project advice and guidance to departments. Facilitate project meetings and workshops. Communicate project status and results through presentations and workshops. Represent the department on all company projects and committees as required. Regularly monitor project progress against key milestones and recommend interventions and opportunities as needed.Perform related tasks as required.INDEPENDENCEWork is generated by annual goals, budget and end user demands.

QUALIFICATIONS
Formal education, training and professional certification:Undergraduate degree in computer science or a related field. (4 years)Master’s Certificate in Business Analysis or equivalent (126 hours)Project Management Institute Project Management Professional (PMP) or equivalent. (35 hours)
Experience:
5 years of related experience, including experience in information technology, or an equivalent combination of education and experience.
